Low fuel pressure with a new fuel pump

I have a 1998 C2500 with a 350 vortec, it just shut off going down the road. Would not start. Checked fuel pressure and had none at all. So I replaced the pump with a Delphi pump. Now it only has 20 lbs pressure. It will run if you spray starting fluid in the intake. The engine was replaced and has only 6000 miles on it. Has a new distributor and must sensors are new. Ideas?

Clogged Fuel filter? One time I replaced a fuel pump thinking the pump had went bad but think it was the filter all along. I replaced both at the same time.

 

By the way, I did not need that special tool. In fact I could not even get it to work. If it's like my '98 1500 Express all you need is a 10 mm socket or wrench and a small flat head screwdriver. Just remove the 10 mm bolt and clamp, drop the filter and just press in on the tabs (four in all) on both ends and the hoses slide right off using the flat head screwdriver.

 

There is no nut on the opposite side of the filter either. I watched some YouTube videos after having issues trying to use the tool and none of them matched my filter.

If new fuel filter doesn't work, it could be leaky fuel injectors.
