Torque converter unlocking/locking - 2011 silverado

Hey all, about two months ago i purchased a 2011 Silverado with the 6.2 and 3.73 gears.

 

If i am in 6th gear under 1500 rpms, while going up a hill, it appears my torque converter will lock and unlock a few times. The rpms fluctuate by roughly 100 rpms when it is going through the unlocking/locking phase. It appears it cant make up it's mind on being locked or unlocked. Each time it does this it feels like i hit a bump. If i increase the throttle to where it will downshift going up the incline, i wont have this issue at all. I have read about torque converter shudder, and i wouldn't describe this issue as that.

 

Is this a serious issue that i am encountering? Or something that can be fixed with tuning? (I'm planning on getting a black bear tune eventually)

Justin at Blackbear can likely fix this. My 4-speed truck did pretty much the same thing at about 1500 rpm and 45mph on flat ground. He was able to tweak a setting in the trans tune to make it just a little harder for the torque converter to unlock.
