Express van is a lot electronically like the 2007-2014 Silverado.  GM has no remote start upgrade for Express/Savana.  Your GVWR would mean it has tire pressure monitors though (or should).  In that instance, it should have the RCDLR already in the van.  The number for the RCDLR you provided above p/n20863945 is the same with or without keyless entry RPO code ATG.  So in theory, it "should" have the capability to add just plain keyless entry.  It may be a programming issue however.  GM might have the ability to give the truck a reprogram to activate that portion of the module.  It would run you probably $50-100 on top of whatever the dealer charges for computer programming. 

 

At that point, an aftermarket one would probably run close to the same $$$ and give you not only power lock/unlock but remote start as well.

On the K2 trucks, with GM GDS2 you go into the BCM and simply add fobs. If its a truck that has factory keyless but no remote start, its a hood latch, two fobs and an auth. code that has to be phoned in to GM to change the programming for the truck. Those come in the GM accessory remote start kit. GMT-900 were similar (AP8 to AP3 factory remote start upgrade but those were just key fobs, no hood latch).

And what about the 2019 versions and up?

They have power locks too and tpms. They can program a keyless entry without adding any hardware to the pickup?
