Help Need - Front Fender / Wheelwell / Lower Valence

Hi all,
I’m trying to get my truck back to looking it’s best and need some help on the passenger side, front fender area. I know my Lower Valance (25821880) is missing and I will be ordering that but as you can see in the pictures, I seem to be missing whatever the inner fender liner is supposed to attach to. 

There are two bolt holes on the on the forward-most portion of the liner but there doesn’t seem to be anything to attach them to. Help please! The front fender diagrams I have found don’t address this. They only show the two bolts but not how or where they attach.
