left turn and brake light problem

my dash light blinks very rapidly but the lamps do not light up. the brake light on the left side does not light up, passenger side works perfectly.

relaced tail light panel under rear at back axle. no change.  HELP!  2008 silverado, 4wd, 5.3 eng. ext. cab.
