Ac issues/sound from Actuator

I have a weird sound coming from the Actuator underneath the plastic panel under the radio. I found it because I can easily pull back the plastic and look at the gears. The gears look like they are  maybe struggling or just moving slow . When they are moving,  they Make an odd sound almost like a tick . Hopefully I can attach this video clip and one of you can chime in.

 

timeline-I noticed it for the first time today.  I did replace the Battery a couple weeks ago. That may or may not have anything to do with it. Just wanted to throw it out there.
 

Should I replace the actuator or is there something I can do to fix this? It’s very accessible.
