No Gauges - Rebuild Service says they are fine

Hello,

 

I have been having an issue with my gauges for a while now. They started to intermittently fail, then just stopped working all together. I searched and read and was hoping it was a cluster rebuild and repair the DIC. The DIC was acting funky, but once all the gauges stopped working the DIC has been perfect. I sent the cluster out for rebuild and evaluate and the company said my cluster was operating correctly. They said the issue was the PCM was not sending the signal to the gauges. I have since been using an app for my gauges through the OBD2 port and that gets the signal fine. What would cause the PCM to not send the signal? I did an aftermarket lock cylinder installation, but can't remember if the gauges were acting funny before or after that. The research I did said programming would be required, but the package I got said "No programming required" and it started right up. 

 

Any help would be great. I was going to send off to just transfer VIN and mileage to a new cluster and install that one, but I got to thinking. If my PCM is the issue with not sending the signal, it wouldn't matter what cluster I got in there, it will still send no signal. I'm going to hold off on that for now.

 

Could it be the ignition cylinder? Maybe it has something to do with the theft deterrent system? I don't know at this point.
