1999 Gauge cluster issues

I have a 99 chevy 1500 that has been having gauge cluster issues. All of the gauges and gear selector work when key is in the on position. But once the engine is running the gear selector screen is stuck in 3rd and the tacometer, speedometer, fuel gauge, and temp gauge do not work. The gauge lights are on but the gauges do not move. I have purchased a new cluster but the same problem occures. Anyone experienced anything like this? Or have any suggestions?

After looking at wiring diagrams. There ended up being no power to the A10 prong on the plug for the gauge cluster. I got power from another keyed source and it works. Thanks for the help

I would suggest finding where that power wire failed, as there's a decent chance other wires in that same have a problem as well...
