Steering locking/binding while driving

2017 AT 6.2 w/electric steering 37k mikes. 
 

I think it may be a steering shaft issue, and not electronic I cannot turn my steering wheel with out force in any direction it actually will bind up and you need to force the wheel through the bind with effort to make a turn. Even parked and dry steering is incredibly difficult. It feels like it could be a u joint binding it’s fine 1/4 turn then binds, fine another 1/4 turn or so and binds again.

 

From new I always felt the slightest bit of drag in the wheel going down the road in a straight line if moved the wheel a touch side to side. That sounds like it might be the shaft bearing though and wouldn’t actually cause the problems I have.now would it?
 

Any ideas?
