2015 SILVERADO 3500HD WT

Hi I'm having issues with a 2015 Silverado 3500 HD WT having no defrost only vents no feet. Removed mode actuator and visually watched the actuator not move at all. Threw the parts cannon and put a new actuator on and the actuator works but it still doesn't switch over all the way between the 3 positions. I tried the calibration on my scan tool and without one with no luck. The actuator only really moves no more than a 1/3 turn when not connected and changing on the dash. Any ideas? Maybe the cam is stuck but it turns freely by hand.

Are there any dtcs stored in the HVAC module?
When you turn the mode door, you can manually put it on defrost?
What scan tool u using to calibrate?
