GM building an Electric Vehicle plant in Mexico

So it's bad enough GM/gm is gonna build a 9,000 job plant in Mexico, but then ask the US government to subsidize the sale of electric cars.  And sorry, apparently not building a new plant, just investing a billion in a current plant.
