Wipers only work on high

I drive a 2006 GMC Canyon and I’ve looked around and tried all the main things that are out there to fix the issue of my windshield wipers only working on max speed Along with the cruise control not working.

I had the whole switch replaced.

I checked and replaced a bunch of fuses.

I also changed the brake light switch to fix the cruise control and that did nothing as well.

I am not sure what else to do about it. 
has anyone tried something different and it worked?

Brake light switch was my problem for cruise control. also you brake lights are probably not working,

 

For the wipers, not entirely sure.

Brake lights are working, so are turn signals, thought maybe it had something to do with the trailer light set up I got with it? 
And I was going to change the blower resistor because my air flow for the a/c only works on high as well, and it said somewhere that could fix the air, would it effect the wipers as well?

If the electrical system has been hacked up you are going to need wiring digrams and DMM.
