02 Sliverodo starter will not disengage after starting

02 Sliverodo 1500 TWD will not disengage after starting. Pulled the power cable off to get it to stop. Put the cable back on now it will not turn over at all. Hit the key and everything goes off. Put the key in the on position everything is on put it in the start position it all goes dead
