Heated Steering Wheel Retrofit -- How to get initial Leather wrapped vs Plastic retrofit junk for the recall

I purchased a '22 HD, GM called with retrofit for heating steering wheel. Retrofit is a cheap plastic wrapped wheel --not leather that was the option purchased. Does anyone know who to call in order to get the proper steering wheel (dealer says the leather wheels are not available). Customer service has been unable to help. According to the dealer, the original leather is not offered as a solution. 

20+ years of GM products, never had this issue.

What exactly do you mean by "cheap plastic"?  

 

Per the retrofit, the wheels are looked up by the parts personnel at the dealership and with the VIN the catalog will display the wheel for that VIN that matches the build of the truck so leather color, buttons, etc.  It would be the same wheel used during production if there was no shortage.  Nowhere does the document state the wheel is of a different material.
