If it's a base/clear combo, definitely. The bigger problem is likely that the clear could ultimately end up chipping over time. When body shops paint, they have to clear the whole panel so that the clear "wraps around" the edges. Otherwise, they have to try and wet sand it to blend in on top of what's already there, and the leaves a super thing edge that will flake over time. Then dirt and such gets under the edge, and that just makes it worse.

 

If it's "just" a straight paint, you wouldn't necessarily need to add clear.

 

If nothing else, you might want to at least contact the shop that did the paint work and ask if they have any ideas why that paint never adhered and what their suggestions might be. See if you might be able to get them to either offer an inexpensive (or even free) re-spray. I've had a couple of issues with clear coat flaking and the body shops re-did that without cost for me but it happened more quickly than what you've run into.
