The guy who I talked to was the one who said there may be issues with inspection. He was not too informed about the whole tuning out the AFM via software. He said he sends the ECMs out for any tuning. I'm even having a hard time finding someone in Southern New Jersey who does tuning. Internet searches bring up a lot of vendors but none are standing out as the one to go to.

Update: I finally got the truck running after all the issues. I drilled and tapped all 10 head bolt holes with the NS300L system. I will post a separate thread on that job. I obtained 4 new lifters and reassembled the engine. I started it up and it had a miss in cylinder #4 again. I did the normal troubleshooting before I pulled the valve cover off and found both new lifters failed again in cylinder 4. There was no lifter tap. Restarting the engine with the valve cover off showed the lifters working then not working. I suspected a bad VLOM but cranking the engine while off showed the same issues. Pulled apart again with two more new lifters and reassembled. So far, all is well. Now I have to drive to reset the monitors then take it through inspection. I am now an expert pulling off the passenger side head. Only took two hours this time to disassemble and 3 hours to assemble. I did finally invest in a new digital angle torque wrench. Really makes torquing the head bolts easier.
