Windshield Washer Problem

My dad's 1999 Chevy Z71 1500 windshield washer does not shoot out fluid. He says the motor makes no noise as it should if it was working, the fuse is good and nothing is coming out on the windshield. What gives?

 

If it is the wipper pisser motor, is it hard to change. Where is the wipper pisser motor located?

push VERY HARD on the wash switch, I had to do that on mine to get it to work.
