I think what he's trying to say is... Most girls at his school (which when you think about it is a common occurence all over the country) wear Skirts and Shorts that break the dress code at his school.

 

If I'm figuring correctly. he's still in high School (He turned 17 this weekend).

I was just curious cause in my day girls didn't wear thongs in high school.
