Location of outside temperature sensor location

It must be getting wet during the truck wash, temp reading will drop ~20 degrees virtually immediately and slowly come back up to ambient after about 30-60 minutes or so.

 

Where's it located? Maybe I can make it weathertight?

That's where it is. on a support about in the middle of the grill. Looking in from the front you will see it just to the right of the tranny cooler. Probably just cooled down from getting wet. Not shorted by the water.
