Electrical question

On my 1999 Tahoe, I noticed the other day I can turn on my HVAC blower with the ignition off, and key in my hand. The LED's for the AC and recirculate were also on. I have been checking it now frequently, and it is of course, one of those intermittent problems. Anyone else seen this? Is this a bad control unit? Could there be some grounding problem? Is this tied to some relay or something? All of the above?

Any help would be appreciated.
