Blower motor problem

My truck is a '96. A couple years ago the blower motor would only work on fan speed selections 3 & 4 not 1 & 2. I replaced the control unit and it worked fine again. Last summer I had to replace the a/c evaporator which required me to remove the dash. While in there, I noticed the wire harness to the blower motor was partially melted. I finished my work but before charging the a/c system, the blower motor quit completley. I cut it out the burned harness and replaced it with insulated male/female connectors. The blower motor worked again. Since then I've kept a close eye on the condition of the connections.

 

Fast forward almost another year. Speeds 1 & 2 no longer work again. I tried a couple different things the other night. I checked to make sure all the connections were good and nothing had come loose. I tested the power wire to the blower motor and it has full voltage on all four fan speeds, even if the blower motor isn't working. I put my hand on the relay on top of the air box to verify the relay was switching between speeds 3 & 4. I also had my doubts about the ground. So, I ran a ground jumper between the ground terminal and the chassis. Now, my fan blows at a low speed in Off, 1 & 2. Speeds 3 & 4 work normally.

 

Is my problem the control panel or in the resistor? Or do I need to be looking for something else?

When you cannot get the lower blower motor speeds to work, it is almost always a bad resistor.

Hes right, use a test light at the resistor and move through the speeds, make sure you get all your inputs/outputs. gauranteed its a bad resistor - commong symtpoms are losing the lower speeds or losing the highest speed.
