Tailgate Wing...bolts wont grab

This is probably a stupid question...but a buddy of my dads gave him a tailgate wing (with the 4 bolts)...so i wanted to put it on my truck...after i broke the current flat piece in half trying to pry it off, i noticed it did have 4 bolt holes...fantastic...they line up.

 

So i put the bolts in, and they dont grab...

 

...is there any sort of hardware i'm missing? Speednuts?

 

I dont even know how you could get in the tailgate to put a nut in.

Do you see any inserts/bungs with threads when you look into the holes?

yeah there are rubber grommets with steel threaded inserts that the bolts suck down to.

anyone know where i can find these gromets?
