steering wheel shimmy

my 03 Denali, when braking abuptly on the highway, the steering wheel will shimmy. otherwise it's fine. is it tires out of balance? or rotors ??

 

I also notice this on my Dad's brand new Jeep !!

On your truck, it could be either of those things.

 

If it doesn't pulse at all at lower speeds while braking, it's probably not rotors, and probably not tires. I'd look at the steering components.
