installing a bumper cover on a 2007 sierra classic

Hello i was wondering how the heck the lower bumper cover goes on without removing the whole bumper itself, i tried going left to right and doing one push clip at a time but never get them all done, because of the bumper always in the way. also tried going from underneith but still no luck and suggestions as to what i am doing wrong?

THE FRONT BUMPER ASSEMBLY MUST BE REMOVED TO GET THE BUMPER COVER OFF.

i already have the bumper cover off of the truck, i ripped the old one off by hand because it was all broken, i have the new one in hand but can't seem to get it to go on easily, if the front chrome bumper has to come off of the truck then could you tell me how to do this and install it. or is there any way else to install the bumper cover without removing the chrome bumper.

nevermind, i got it on myself, managed to crawl under my truck and push those bumper push pin plugs myself, i got 12 of 17 but it's on pretty tight so thanks anyway for your help.
