Transfer Case

Okay, here is the story, kinda long but bear with me.

 

The transfer case seems to be locked and here are my reasons behind the assumption:

1.) Front drive shaft always spins

2.) Will shift between 4 hi and 4 low

3.) Front acuator is working because when on hoist and in 2 wheel, the front drive tire is not spinning, but shaft spins, but when shifted into 4 wheel front tires engage same with 4 low.

4.) Rear acuator is working because the case will gear down when shifted in 4 hi and 4 low.

 

I guess i'm not to familiar with transfer cases, but i'm assuming if a tooth was broke off the chain gear, it would be making some racket.. I'm looking for any and all suggestion you all may have for me. I appreciate everyones time!!!
