'Helmet harness'

What's with the harness rigs Rusty Wallace and some of the other drivers seem to be wearing.  Is this some sort of HANS-like system to support their heads/helmets in a crash, yet not restricting movement quite like the HANS?  I know Rusty isn't a HANS user, so I thought this might be an alternative.

I'm not sure exactly what those are called or who makes them, but I've seen them.  I believe it is some type of HANS-like device.

I believe Rusty use either the Simpson decelerator or the Hudgens(sp?) device. Both are similar to the HANS device but less restrictiv for smaller drivers.
