You would need to check the A/C refrigerant pressures. If the pressure is too low, the compressor will not operate. (There is a low pressure switch.)

As to the fuel gauge, there are sometimes problems with instrument clusters, and it could be the sender in the fuel tank, and it could be the wiring or a connector???

If you have a wiring diagram, know how to use a multimeter, and know what the readings should be on the wire(s) to the fuel sender should be, then you could check the wire to the instrument gauge.

Or I suppose you could get about 4 friends over and lift the bed of your truck off, then take a peek inside the fuel tank and see it the fuel level measuring gizmo is stuck. Check the wiring / connections, etc.

As to cost, if you do this yourself and you get lucky, maybe just the cost of a can of refrigerant and a few beers for your friends. Then a few more. Then a few more after that! Etc. :)
