Factory Navigation Usb Locked During Driving

I've noticed that when using my USB for MP3 listening you can't scroll through folders while driving. The up and down arrows to scroll through album folders grey out and you can only select one of the few albums that are currently on the screen. As soon as you come to a complete stop the arrows become active and you can shuffle through the albums.

 

Obviously this is some sort of safety feature by keeping your attention on the road, but perhaps a bit too much. Cruising along the highway with no traffic and I'm stuck listening to what is on. If I want to change albums I have to pull over and stop before it unlocks.

 

Is there a menu option that will allow you to change this setting?

I'm thinking maybe I've found the problem.

 

In the settings there was an option to turn off a group of 'features' that turn off the ability to do any scrolling on audio/navigation systems while driving. I'll test it out when I leave the house later tonight.
