Fuel meter body mounting is loose?

2001 Savana 5.0 vortec intake manifold is off for another *#%@!* gasket job. The shop that did the job two years ago used cheap gaskets, apparently mis-aligned them, and I suspect didn't torque the bolts properly so now they're blown again and I'm fixing it myself. I should have taken it back to them when I started losing coolant a short while after the $600 "repair".

 

Anyway, while cleaning-up the manifold I notice the fuel meter body (injection spider) is wobbly. The mounting screw is tight but the assembly isn't. Anybody know if this is by design or maybe a washer is missing? My instict tells me it should be tight!
