2000 silverado has whining noise

Starting from beginning I just had custom tune done, never noticed this noise before but the noise IS NOT effected by engine RPM, sometimes it happens at 35 mph and other times it's 45 or 50mph, then sometimes it will be doing it and then it will just go away, coasting down a hill going 45 mph I can put it in neutral and it will still do it. It's almost a rotating type noise sounds very much in front end but hard to tell cuz I can't here it if I roll my window down, I pulled tires and rotors off to look at wheel bearings the driver side seems to take a touch more force to spin, my ABS light used to only come on when I was driving but now it's just flat out on all the time, I am kind of stumped on this one. Was thinking about pulling the front axles out just to eliminate the front housing. Any ideas would be appreciated.

That would be fine but I don't take my vehicles to shops. Not looking for anybody to fix it just looking for ideas from someone who has has similar problems.

Could be dust shields, front end, rear end, e brake rubbing in back, bad brake pads or rotors, bad tires or need an alignment, ball joint, bearings

Well it has new ball joints it's more of a rotating noise just pulled wheel bearings and checked them no slop and smooth as butter gonna check some joints next. Eb rake don't work.

Mine doesnt work and that what was making all the noise. I had the same problem. Just cut it off

The cable?. I am starting to think it's the cold air intake not sure if the wind is making it whistle the way it travels up through the fender or if it's the filter itself.
