surging and stalling issue

2001 1500HD 4X4 w/ 6.0 , 182K miles. About 7 months ago truck started stalling when coming to a stop . CE code was for egr in open position, so that was replaced. and truck ran fine until last weekend. coming to a stop on thruway ramp engine shut off. i restarted but truck continued to stall unless i kept my foot on accelerator kept rpm's at least 1100. let truck sit for approx 30 mins and she ran good for next 20 miles. after letting truck sit again for about 4 hrs, i drove 65 miles. after about 50 miles i hit the brakes (gradual stop) and rpm's started being erratic and engine died. this continued until i got truck home. CE light came on after about the 6th restart saying EGR was the issue. I cleaned the throttle body and ICV (both had gook everywhere). Took truck out today for a 130 mile run . ran good until about 15 miles from home. same stalling issue. once i made it home the truck was idling fine again. there are no codes showing. not sure if this is related but l've always noticed a surge right at 1500 rpms. the tach doesn't move but you can feel and hear it, as if you're tapping on the accelerator. this surging issue has gotten worse since i changed the EGR. I'm thinking of blocking off the EGR, but is there anything else i should look for? the truck when running ok, idles fine at @650 with no fluctuations

i will check the fuel pressure this week, but when truck is in park the engine does not hesitate or surge when i rev it up to 1500 rpm. this seems to only occur while under load. drove it on tuesday for 120 miles with no stalling issues.
