Retro solution hid install help

Hi there new to the forum, use to have a duramax never had problems installing hid's but I'm struggling with the new truck. Have it wired according to multiple instructions and I don't seem to get any voltage reading to the plugs that go to the hid bulbs. I ran the harness with a capacTor built into the harness to the positive and negative terminals then to the ballast then ballast to bulb and on driver side I plugged the other harness into stock bulb plug. I can hear a click noise when I turn the headlights on and off. I've tried reversing the plugs, all fuses are still fine. Any assistance would be appreciated

Also have tried a different ballast and different bulb on one side
