Mode door 2000 silverado

Changed control panel after changing mode door actuator and actuator still doesnt move. No power? Is there a fuse? I need some help please!

I ordered an ac delco mode door actuator and it didn't work so I went and bought a used control panel plugged it up and it still didn't work . I'm thinking the used control panel could have had a bad switch on it to or I got a bad actuator .IDK I am back on the road now be a few wks until i can work on it again but anything you could tell me will help . Thank you for your time
