It is metal And no I did not make it I got it from Mountains2Metal.com They also have other ones available check it out perfect fit no drilling required went on in about 10 minutes

I installed an APS Lower Bumper Black Billet Grille I ordered from Amazon.

 

It is aluminum powder coated black.
