Window sill paint/vinyl question

Those who have painted/dipped or wrapped the chrome window sill, what did you do with the little rubber flap? Does it separate from the chrome if you remove the sill or did you have to tape it back?

See pictures of rubber. I can fold it back slightly and get to more chrome underneath. Did those who painted lift this?
