Factory towing mirrors not folding

I am having a heck of a time with my dealer not addressing the intermittent loss of the ability to fold my factory towing mirrors on my NHT truck.

 

I know this has been addressed before and other dealers have actually fixed them, is there any TSBs or anything else I can use to address this annoyance?

 

I have a video of the passenger side not folding, but a video is not verification of a fault according to my dealer.
