4x4 not working, need help!

2007 silverado 1500 classic. 4.3l vortec, NV3500 manual trans and NVG 261 NP2 manual shift transfer case. Does not have 4wd. Think it may be electrical, but any and all knowledge is greatly appreciated. When I shift transfer case into 4hi or 4lo, especially lo, I can definitely tell it's shifted in the transfer case because I have a much higher gear ratio. First thing I did was replace my axle actuator. Bought 1, tried it and nothing. Bought a second one just to be sure but neither worked. I kept a new one to test with in case the old one is in fact bad. Secondly I replaced the transfer case switch. Still nothing with old or new actuator. Even tried both actuators, hooked up outside of diff with new and old switch to insure that it was actuating but getting hung. Still nothing. The new plastic actuators have 5 pins while my connector only has 4. I have read that shouldn't be a problem but still skeptical. Anyone have any ideas what I should try next? Was gonna try to test both connectors at switch and actuator to ensure both were getting power but havent yet. And not sure what wires are supposed to have what. Did check 4wd fuse in panel on the driver side or dash, has a 15 amp fuse and was good. That's the only fuse I know of from checking owners manual and chilton manual.
