1972 GMC C2500 Pickup

Hello, I'm new to this forum. I have a few questions. I have an 1972 C20 that the fuel gauge doesn't work. I disconnected the sending unit and the fuel gauge moves from empty to full. But, my fuel tank will only allow me to put 8 gallons of fuel in the tank before it overflows and spills out. The tank (20 gallon) was replaced about 1 1/2 yrs ago. Do you think the sending unit needs to be replace and/or the float is broken? Also the tank has EEC, where are the breather lines supposed to go? The cab smells like gas all the time. No leaks that I can see. Any info would be greatly appreciated.
