Front axle actuator issues, wiring help please

Hi 

 

I have a 1996 Tahoe, 5.7, mfg build date 5/96

 

I'm trying to understand the front actuator wiring.  It has been upgraded to the electric version with a new harness that has 3 pins.  The wire colors are Lt BLu, Blk and Brn.

 

The actuator will extend but not retract.  

 

I tested the plug from the harness with voltmeter.  With Key on in 2HI,  I get +12vdc from Lt BLu to Blk and +12vdc from Brn to Blk.

 

During Key on 4HI I get the same readings.

 

Does anyone have experience with these 3 Pin actuators?  I think the 96 is what called a late build and the harness may be different for this particular year? 

 

Do I need to check the Transfer case switch for proper operation?
