1999 Silverado broke the parking brake cable and I got a new one.  It wasn't long enough.  I could not get the ratchet pedal to release it's take up no matter what I tried both in the truck or out.  I bought a new pedal with a pull pin in it that you don't take out until the cable is installed.  I pulled the pin and nothing happened, and the cable has too much slack.  The pedal won't ratchet up the slack, the nut at the rear splitter is all the way on, and with no tension on the pedal in the off position, it sometimes falls far enough to activate the light and I have to lift by hand.

I have tried holding the cable into the sleeve and pressing the brake, and of course several brake pumps.  I was hoping for a trick to get the pedal adjuster to work before I have to take the brakes apart to the star wheel adjuster.

When I did it for my '04, I found the pedal mechanism was spring loaded, so it would automatically take up all the slack in the cable.  Sounds like somethings up with the pedal mechanism for you, in that it's not getting released.  Don't know why.

 

For me, it was a two-person job to get it reconnected, one person to pull the cable out of the cab (using vise grips to pull against the joining clip, not clamping on the cable), and the other person to put the cable to the rear brakes into the clip.

These cables do stretch out. Also, there are different lengths depending on model. If replacing one, probably should replace all.

I've added a socket to get an extra 1-2" cable stretch before ordering and replacing all the cables.
