I have a 2018 GMC 2500hd Sierra, 6.0 liter and i installed a power harness to the truck battery for my fisher plow.  After installing the power harness, it was to short and started to remove the harness for a longer fisher plow power harness.  When i was taking the leads off the truck battery, my wrench slipped off the negative side of the battery and hit the positive side and a good arc happened.  I didn't think to much about it but later that evening, i went to lock the truck with the remote and the horn does not peep when you try to lock the truck.  Also and more importantly, when i put the keys into the ignition, my dash lights will not even come on, the truck will not start.  The truck lights come on fully when i unlock the truck with the remote but have no power to the dash.  The radio will not even turn on. I tested the battery and i get 12.75 volts so the battery is good.  Can you blow a fuse by arcing the battery?  I've read other posts that say to look at the PCM, what is the PCM?

 

Does anyone have any idea on what is the culprit?

To piggy back from @riverbanks, i would disconnect the battery and allow the truck to drain the capacitors(15-25mins so wait 30mins). while its draining, check all the fuses, father-in-law did this on a 2001 suburban and it fried the main fuse and a few of the 40amp fuses (that is why you want to check all of them).
