I have a 2017 Silverado Midnight edition.  The rims are pretty worn, and do not polish well.  Also, there are tons of rock chips to the bare metal.  Are these rims powdercoated, or are they painted?  Also, anyone have experience with getting these repainted, touched up, or high gloss coated for a nice shine?

Welcome to the site.

 

Pretty sure they are painted like most of he GM wheels.

Check with your local dealer and see if they have anyone who repairs wheels, or maybe a local detail shop might be able to steer you in the right direction.

Those are painted with clearcoat on top.  Its Black aka "GM Black", same as what's on the truck.  Paint code is WA8555.

Thanks guys!  And yes those are the exact rims.  I’m wondering if I can do some paint repair and wet sand, then do a new clear coat.

Indeed, I bought new black rims through my Chevy dealership and, after install, the service guy noticed a small scratch on one of the rims.
He had me bring in back, when their rim repair guy was scheduled, to fix it free of charge.

That's weird, the finish on my wheels is incredible. I wish my truck was painted as well as the wheels..

Is that your truck, buy it used?

 

If so the paint isn't the problem. The previous owner used plasti-dip on them, along with the side emblem.

Nah, I did the emblems.  No plasti-dip on the rims.

Huh, very weird that they match perfectly in your picture.
