Yes

 

Several parts of the motor are protected with such screens. VLOM, Oil pump, VVT solenoids, vacuum pump. 

 

The intention is to catch debris that would damage or interfere with that parts job. 

 

Problem is that they also are a collection point for varnish which is not a solid but 'plates out' over hundreds of heat/cool cycles from oils either not polar enough to hold them in solution or in oils run so long they fall out of solution. That is reach their saturation point. Either way, the screen plugs over time and whatever is downstream starves.
