2015 Suburban LTZ - rear lifgate issues

Recently, When I hit the "open rear tail gate button" on the remote, or when I hit the "open rear tail gate button" on the over head console, or when I hit the open button on the rear tailgate itself, nothing happens.   The tail gate won't do anything.  Won't unlock, or lock.   Then, it will throw a code on the dash that says "rear lift gate open"....and I'll walk back and sure enough, the door is open. 

 

Then.....It won't close and stay latched. 

 

Think my locking mechanism/actuator has gone bad?
