19 Silverado 5.3 

Hey all, I feel as if this is my last resort, this truck has ripped my pockets off. 
My Silverado decided and a random day to not let the fans rise above 10% it isn’t cooling efficiently and my ac doesn’t work anymore as it’s hot and no fans come on when I turn the truck on and the ac on first thing. 
I brought the truck to a mechanic in town when I saw no fuses were blown, the mechanic confirmed that all fuses were good and that he could excite the fans to 100% with a scan tool. He said he didn’t know a fix. 
I went to the dealer next, they had it for a few hours then said it was the temp sensor… replaced that… no fix… then the thermostat… nothing, then we go to the wiring and they found that the ground wire on the head was loose, I thought great a fix, boy I was wrong. After 30 mins of driving I’m seeing temps of 224 on the scan tool again. I’m at loss as even the dealer can’t seem to find a fix for this. Even pinned it out, nothing.  
Just a little added part here- Motor was replaced 5k miles ago ac and rad -8k miles ago. 

Any and all help is appreciated
