CV Axle

I just bought this 2019 GMC Sierra 1500 AT4, and noticed a clinking & bad vibration in the front end. I jacked it up and noticed the passenger front tire will not spin freely like the driver side. Investigated further and came across this with the passenger side CV axle splines are exposed and corroded. Is this normal for this newer truck, and is the front wheel not spinning freely, is this normal as well?
