Speedo acting notchy

I noticed coming home from the river tonite that my speedo is acting notchy, not nice and smooth. It mostly happens when decellerating from around 80. It almost acts like a mechanical second hand on a watch until it gets to about 30. Has anyone else out there had to deal with this?

 

And no I haven't done a new face to my original instrument cluster, so I don't think the needles were put on too tight.
