I don't want buy programmer. I would like to know if GM is going to reprogram the brains in my trucks so the AFM will stay engaged longer. If it is only 6% of the throttle range they need to up it more for the fuel savings and the environment like the commercial says. Can the GM techs help with this matter?

No, most GM techs at the dealer do not know anything about the internals of the PCM.

If GM does not provide the programming for it no,The techs cannot program something in that GM does not provide for.

Can a custom "tuner" (like Justin at blackbear)change the value from 6% to lets say 10%-12%???
