They do make gasket kits to help seal up the bed, yes. You'll need to plug some holes and add some stripping. Give 97SierraGMC (Riggs) a PM. HE installs that shit all the time and actually has some opinions on good and bad kits.

My old truck was like that. Like yours, it was a regular cab, short box. I had a Pace Edwards retractable tonneau, but it filled up with dust and dirt too. It was the worst on gravel roads. It seemed like it formed a vortex suction and pulled the dirt right in. Mine came with a gasket that went around the 3 sides of the tailgate. We ended up putting some silicone around the gasket and that helped a little. I think it's just kinda the nature of the beast, unless it's real airtight. :)

pretty good actually.. i just put another kit in today.. what i do it clean it with Isopropyl alcohol, then i use a heat gun and heat the box where i stick it on and then i get it nice and WARM, then i heat the seal with the tape off and get that hot and then i press it on really good.. the tailgate will butt up against it over night.. its pressure sensitive, and takes 24hrs to fully "set" but it is a fairly nice kit. havent had a problem yet.

if you have those 2 big holes by your tailgate in the box cover those up too.. needs something like them little round walmart stickers or something (that is the size you need) and close up your drain holes as well...
