99 Gmc 2500 Wiring ?

Hello, I just bought a 1999 GMC 2500 CrewCab 4wd shortbox with the Z82 towing package. I have the factory printout using the VIN from the dealer and it clearly shows the Z82 package. However I think that somethings missing. It has a rear frame mounted tow hitch but no 7 way pollack connector. The wiring for the connector is tucked up above the spare tire. It came with the Z82 glovebox trailerbrake wiring harness to hook to the underdash plug but I cannot find where the plug should fit. If someone could post of pic of the underdash plug location it would be greatly appreciated. Should these trucks come with the 7 way connector already installed in the rear hitch? Is this something that should of been done at the dealer when the truck was new? Or did the factory forget some key parts of my Z82 tow package?

This is what I have been following to install my brake controller, without much luck. From what I can see in the link below, the truck should have had the 7 way connector already installed.Thanks.

Using the search feature, I have read every single post here regarding installing the trailer brake harness. Even found some pics of a 99 model showing where to install the plug. BUT my truck is the old body style 99, its a 2500 Crew that looks like the 98 and older models. The fusebox looks a lot different than the 99 new body style trucks. I have looked everywhere for a place to plug in this Z82 trailer brake harness and no luck. Is there anyone on here with a older body style 99 like mine that could point me in the right direction?
